You can hire mercs with the two buttons under mission start at the team setup menu. You have mission start, hire mercenary, open slot to publick (random merc joins), and check player info buttons there.
To be a mercenary you have to use one of the buttons on the main World Menu. I can't remember exactly which one it was, but I want to say it's the button under the news button. So 4th button down that is lit up. From there you set up your AC and AC's picture and then hit the ready button at the bottom. Then you just wait, and wait, and wait until someone hires you.
