I was under the impression that Jack did it so that it would prevent the pulverizers to evolve faster since pulverizers gather data very quickly if it manages to get multiple data from different types of ACs and performance of the pilot. It would just get strong faster, like demonstrated in one path (airborne pulverizer...)

I mean, Pulvies ARE based on ACs IIRC (with exception on the last one)

But that's just a theory anyway
