For one thing, the Kongoh has one of the highest (if not
the highest) calorific values for the generators. What that means is the heat given off by using it for boosting and OBing is higher than the G91, Lotus or Fudoh. Which is bad.
Since you said you're using the Helios (which is one of the coldest OB cores in LR), I think the problem mainly lies with your generator. Try switching to Lotus, since as you can see in
Blues Mage's FAQ, it's one of the top choices for OBing. A low calorific value, a high output and a large redzone make it a perfect fit for those types of ACs. That should see your heat decrease by a large amount. You can now OB much more efficiently too.
Here, <a href='http://youtube.com/watch?v=B-g2syWPtBA' target='_blank'>this guy</a> should illustrate what I'm talking about. And take note, he's using the /UL OB core and the Gull boosters (both having high heat outputs). But he's using Lotus, so...
If that doesn't work, I suggest switching some of the frame parts around a bit, or tuning some of them to cooling.
