Did you check if your save file has it?
When saves are created they only get one out of five possible sets of accessories. So there are accessories which you will never be able to get unless you hack the save.

currently playing ZOE2:special edition on extreme difficulty
vic viper is god tier hard since it's gauntlets are now homing and its missile are very accurate, and it sometimes immediately starts the match having max options. and 1 hit from his gauntlets + 4 options = death
