They did. But with how they handled the franchise, it seemed good to me.
I checked their site. They didn't handle anything PS3.

"Due to fan request, boss battles are now permanently active! Enjoy!"

they're just lazy in tweaking the servers and add boss.
Later we will receive something like
"due to 'fan request' and to have more playing time etc.. we have made server maintenance to monthly."
they're just using the word "fan request" to keep a positive PR, although the real "fan requests" are patch and server merge petition.
