This is an AC that works sort of like a fly that flys around peoples heads (annoying). This method kills ACs very quickly if your accurate with the DRAGON's. It also tends to eat up alot of energy so don't overdue it in the air.

OK honestly, a lot of things are wrong with this one. I suggest a total redesign.
You got TP, Harpy2, double Dragons, and an OB core all riding on top of the Kongoh's ability to refresh quickly. The first two items will work fine, as the Kongoh can handle them no problem. But when you factor in the other 2 choices you're in trouble.
The dual Dragons... you're probably better off putting both HPs up front (by the way, the Helios can't hanger anything). Dragons, to put things simply, suck. They've got good heat, yeah, but eat a lot of energy for mediocre attack power. On top of that, beyond the 200-250 range they already tend to be inaccurate. A good opponent will just jink those shots away.
Next, the entire frame and it's tunes. Did you build this using the builder we have? That's just for quickly posting something after you've played in-game, as it won't tell you much about your AC otherwise.
Helios: You've already got the TP, you won't need OB. Plus OB eats up a lot of energy, which you don't have enough of.
Gibbon2: Brings the defense, but at the cost of weight. Clearly not the arm for this type of AC.
Jaguar: Even with all those tunes towards max leg weight, and even without the hangers that Helios can't equip, and even with all the tunes towards reducing weight for all the other parts, the AC still ends up almost 300 points overweight. I know you brought TP, but damn.
Also, out of the Golgi, Histon and Phage optionals, the Golgi is probably the only one that actually helps. The other two provide negligible increases/decreases, so...
Here, try this out:
Head: Mayfly
Core: 99UL
Arms: Macaque
Legs: Dingo2!
Extensions: Gar/Jiren
Boosters: TP
FCS: F73H
Generator: Kongoh
Radiator: R92
Back L: Harpy2
Back R: Nymphe
Arm R: Roc4
Arm L: HP
Hanger R: 69H
Hanger L: 69H
Optionals: Amino, ES, SS, L+, Codon, Golgi, Marishi
This version gives you a bit more room to breathe with the Roc4 replacing one of your Dragons, and the HP with the other. Be careful with the Roc4 though as it tends to still be a bit inaccurate. Frame's a bit more balanced towards both kinds of defenses. I put on Gar to extend the effectiveness of the Nymphe and Harpy2, but you can change it back to Jiren if you want. Tune this thing accordingly, spreading them out across shell and energy defense.
If you want less cheese, use Dingo over Dingo2.

Head: MAYFLY (50,50,0,0,0)
Core: HELIOS (100,0,0,0,0)
Arms: GIBBON2 (100,0,0,0,0)
Legs: JAGUAR (0,0,0,0,100)
Extensions: JIREN------------------>GAR
Boosters: TP (0,0,0,100)----------->Birdie2
FCS: MIROKU -----------------------> Limpet/ Cowry, WS fcs
Generator: KONGOH (0,0,100)----------->0/10/0
Radiator: ANANDA (50,0,50)
Back L: HARPY2
Back R: MAGORAGA
Arm R: DRAGON------------>Pixie3

Your parts selection consumes too much energy. OB, TP, Dragonx2 and Harpy2.

DOUBLE DRAGON!
But yeah, the pair of guns isn't worth it IMO as well. However, try the R2 rifle for the right hand and the R3 for the left instead, that should at least solve some of our energy problems while still retaining weapons that are comparable to the DRAGON (except for the EN damage).
For the frame, well it looks good (aesthetically) but it does suffer from the lack of shell defense. This can be partially remedied through the use of tunes, or changing the arms to a heavier set. Just that and a change to a cooler Booster/Gen/rad combo and a more compatible FCS (sadly, its the F73H) and you're all set for a super zipping, shooting AC.

yeah maybe kongoh/tp wasn't such a good idea. But I mainly focused this one on en def because all of my other cores are high shell defense (like fenrir). I do have some big energy problems though so thanks for pointing that out guys.
