The only situations where going overweight is good is when you make a choice dropper in AC3-LR or use and dump echidna2 in NX-LR at the start of each fight, or run something like 69M+RM do the same thing. It's ok to go slightly overweight as long as it doesn't slow you down much. in NX-LR stronger builds almost always stay underweight anyway.
As for the tactic of starting slow then surprising them with speed, you will get hit a lot before you drop stuff and they will quickly realize you're fast that your advantage will really only last 5 seconds or so. You can't expect everyone to get within your big guns' range when you're slow either.
