There's nothing inherently wrong with the AC except that shotguns are some of the hardest weapons to use in Last Raven. They're only really good if you can manage to shoot them at point blank.
Oh, and whenever you're picking out an FCS, try to keep in mind the lock type of your weapons. The FCS/weapon combination will determine the size of your aiming reticle.

edit: Magoraga's not very good, btw. The problem with it is that if you fire it at ground level, a lot of your missiles just end up hitting the floor.
