A local Archbishop gets pissed off though and says that the abortion is worse than the rape. The Vatican then decides to excommunicate everyone involved in the abortion.

The little girl wasn't excommunicated, as she was too young. Unfortunately, neither was the stepfather who raped her.
Apparently, RCC dogma dictates that an abortion is still a worse crime than rape.
