Supposedly, with the default setting, Firefox only makes requests to a web page one at a time. With the optimized settings, it'll be able to make multiple requests. And then there's also this built-in delay which is removed here. All these delays are supposed to help dial-uppers using Firefox. The settings above are supposed to optimize firefox for broadband. Just google and you'll see lots of other tutorials.
If you don't want to muck around with about:config, you can also just search for an add-on called "Tweak Network". It should do pretty much the same thing, but automatically.
