The Japanese "solution" obviously won't work. Another classic example of the Japanese way of problem solving; which is to cover a problem's stench with bureaucratic toilet paper and hope it goes away.
The solution in the Wired article might work, but it will have to pass through imminent protest by broadband users that do not download any pirated material.
