SEGA just did a bad job translating this particular stat's name. it was originally something closer to "approach tracking" rather than "melee" which could have possibly confused some people.

Actually, in AC4 you can do that... it just takes... alot of hits to do it... and by lots I mean hundreds of times. On every arm weapon, they have a new stat that says "melee ability"
