I like this design, it remindes me of a faster, more heavily offensive based version of my <a href='http://ravenrepublic.net/index.php?showtopic=442' target='_blank'>Gadzooka</a> AC thanks to the URCHIN sticky mines and the quicker OB of the /UL2.
Try the VULTURE2 if you're having problems with heating up during the OB charge up time, but if the GULL is workable for you, then keep it by all means. A few alternatives for the hanger are the PERYTON or ROC2 for the right hanger (The ROC is already is good by itself though, but I feel that the ROC2 is more accurate at longer ranges, while the PERYTON does more damage at closer ranges. Keep the ROC by all means if you're comfortable with it or of you perefer a balance between range and damage rate).
For the FCS, try the F73H or the VOLUTE as most of your weapons have an SP lock, the VOLUTE has almost the same effective range as the VOLUTE2 while givving a bigger box, while the F73H gives an overall bigger sized rectangular lock box with a good missile lock time.
And Serene's right, you're good at blading.
