Im guessing thats because the legs are generally a larger target then heads are making them easier to hit multiple times.
Like when someone is in the air and it hit from below, its their legs that are hit and damaged.
In DFA tactics, I notice that the Core and even the legs are hit before the head is. Im not saying the head doesnt get hit, just less often than legs.
