Nay. It's a radar head, true, but it's very heavy and drainy for the defenses it has as well as its cooling and stability. It's even overshadowed by the simple Cicada in those last two stats, at the cost of a little hit in energy defense. There will always be other heads that are better than it overall. Still, I guess it's usable enough, much like its big brother, the SR2 (which is even worse on the drain).
While I'm here, I guess that I should say something about choosing heads in general too. Note that the following are just my opinions and the views stem from my own playing style, which may or may not be in accord with yours. I'm posting this in case some of you out there may be able to get something out of it.
It all really boils down to three things: defense to weight ratio, stability to weight ratio, and radar. Choose between one of the three, and things should open up from there. There are cases where heads could be great in all three categories though, like the Eye3.
Here are some good heads sorted strictly according to the categories:
Defense to weight ratio: S2, S4, Cicada, Mantis, Spider, Queen, Eye3, SR2, Sting, Eye4; maybe Beetle, Ladyb
Stability to weight ratio: 69S, S2, S3, S4, Cicada, Eye, EE, Mayfly, Eye3; maybe Cicada2, Queen, SR2, Drone
Radar: Radar is a special case, since it can be enabled in the non-radar heads just by equipping a back radar (which in LR, instantly equates to the RA). What's even more interesting is that some heads receive a boost to stability through this method (the S2 and the S4 coming to mind), while others receive a deduction. Lol bakit kaya?
I guess the thing to remember with radar is to not choose a head that covers too large an area because it makes it hard to decipher what's going on. An example would be the Mayfly.
So in general, the head selection in Last Raven looks something like this:
S2, S4, Spider, Queen, Eye3, SR2, Sting, Drone; maybe 69S, Cicada, Ladyb, Cicada2, Eye4.
Still a pretty limited bunch, but if you're going for originality any others not listed are still workable anyway, SR being one of them. Just don't expect to win constantly.

Durability is important. From my experience, it's the radar heads which crack the fastest, which makes S2/S4 even more attractive. XD
