Unfortunately, they don't seem to be bogus this time around. Although they may not seem to have that big of an effect, I believe the upsides of investing tunes or at least choosing arms which are high in accuracy are worth it. I think they affect:
1. Response time of the left arm when firing (not too sure about this one though, I'll test more)
2. Lock time of the FCS, especially for lefty weapons (again, not too sure, subject to more testing)
3. Accuracy, especially from long range
4. Blading
That's it, I think. Again, they may or may not have that big of an effect (I'll post definitive results later when I've fully tested it... argh babalikan ko pa ang LR
