It's pretty simple.  For a 2-button suit, the top button should line up with the true waist (pretty much across the navel), and the jacket should end just right at the end of the butt and/or line up with the knuckles. Pants should be long enough to not show any socks while standing, but short enough to not cause any bunching up on top of the shoes.
