I say it would be considered top-tier if you could hangar the Dragon. low weight, mid shot velocity, mid ammo, low-mid damage, in all, an OK weapon on its own. what if it could be hangared? would you use it?

Nah, HP would still beat it in terms of weight, damage capacity, accuracy, and overall better-ness. Plus HP buffs up lockboxes like no other. <-- referring to the Dragon being top-tier
Dragon could be up there with the Wraith I guess, and maybe some of the laser blades (LB4?).

As a right hand weapon, the dragon is a waste of weight
As a left hand weapon, it's definitely usable. Pretty good actually As a hangered weapon, it would definitely make it even more usable BUT I still wouldn't call it top-tier

if only the demon was hangerable.

Yeah. Not top-tier, but somehow even if it would be hangered well I won't still use it that much. There are still better guns out there. Anyway if I were to use it it'd be probably just for fun or probably just for aesthetic purposes.
