Afaik the COWRY isn't good for dual wielding. Stick to some of the staple FCS parts, like the F73H for a more stable lockbox size. As for the others, I don't have enough time to check it out. Other members will prolly comment on this.

Your choices are CR-F73H, KOKUH, and MONJU in this case. I'd say use the MONJU for the faster missile lock since you have the relative slow locking SYAKATSURA.

Head : DRONE, EYE, or EYE3 [E3 is the most stable Radar head.]
Arm R : 69M or PIXIE3 [69M is more accurate than P3]
Arm L : GAST or R3. [the latter has faster damage over time rate.]
Extension : RM3
OP : AMINO, ES, SS, KISSYOH, L+, LA, CODON, MARISHI
~ Your LEG PARTS are not listed in gamefaqs. I know it's a typo, but is it a Tank? or a Light Biped? I don't know what to recommend, but I'll assume it's a LWBP, so I think you should go GULL/LOTUS/ANANDA, or VULTURE2/LOTUS/HAZEL ~

IIRC he's playing LRp, not LR so the parts aren't there. I don't have LRp right now, so I can't look into it.
