"Civilization" is a frighteningly thin veneer. Look anywhere in the world where atrocities were carried out in the absence of the normal civil order, and you'll see people as polite and friendly as any of your neighbors in the periods before and after such events. There are too many examples throughout history and the world to list. Singling out the Japanese is absurd, unless you don't see them as fellow human beings, in which case you're in company with the "medical personnel" at Unit 731.

If I remember correctly, certain corps in the German SS, conducted these kind of things as well.
