Yeah. There will be exclusive blocks/channels for the Vita version though, same for PCs.

PC Players can join Vita players, but not vice versa. That is to be noted as well.

Was playing PSO2 earlier on the Vita. Made a screenshot comparison on how it looks different from the PC.

Shadows are a mess.
And Sirius, you don't transfer data. It's crossplay between PC and Vita for a reason.

I put a lot of hours in on Phantasy Star Online Episode I & II Plus for GameCube back in the day. It's awesome they're making another one, especially if it's going to be free-to-play.
