From what i gathered, a newb is a beginner who is level-headed enough to acknowledge that he/she is still learning, wants to improve, asks for advice and responds to criticism well. Noobs are the annoying beginners who pretend to know what they're doing, shrug off comments and are just plain obnoxious and overconfident.
Nubs, i think, are a more derogatory term for a noob. Ain't sure though.

noobs also extendeds to non-beginners who display lack of knowledge, despite not being a newcomer.
a newb would be someone who would use an Orchid coz they've only played the game for a week, but will stop using it once they find out it isn't efficient.
a noob would have been using an Orchid in all his/her designs for a few years already coz they think it's awesome, and will argue that it's the best generator.
