I think so.

It looks like we'll be tempted to finish the game first with the normal and hard difficulty. GFAQ dudes said that you'll actually need a lot of tune points. You can't tune your AC to its full potential unless you've been given a lot of tune points.

Which means those who completed the game 100% are having a big advantage 'cause they can tune a part to its full potential. You can only tune your AC a little from the start. I wish Fromsoftware and Sega would change this, just like ACLR's system where you get to tune your parts to its maximum potential. These tune points remind me of level-up systems used in MMORPGs.
